In the spirit of shared responsibility for maintaining the health of individuals and the population, the Vital Signs Core Metrics report named Engaged People as a domain. The notion of engagement includes both the individual and the community. At the community level, such initiatives as those focused on preventing motor vehicle-related injuries, reducing sedentary behavior in workplaces, and reducing exposure to secondhand smoke that have led to significant improvements in health outcomes often depend on the active engagement of communities.

English Language Literacy
In Fresno County, the percent of limited English speaking households is nearly double than the percent in the United States overall.
Data were calculated and presented by the American Community Survey 2014, 1-year estimates. A limited English speaking household is defined as one in which no member 14 years or older 1) speaks only English, or 2) speaks a non-English language and speaks English less than "very well."

The percent of registered voters who voted in the election of November 2014 was lower in Fresno County (39%) than in California (42%) or the United States (59%).
